Program Analyst

The Program Analyst assists in the design, implementation, modification, and maintenance of quality management and risk management programs within Medicine Service. He/she applies specialized knowledge of health care operations to the planning, organization, and evaluation of the delivery of services. Major duties and responsibilities include but are not limited to:
Meet with Medicine Service and Medical Center leadership, advising them on issues that affect the delivery of health care in the specified Sections and the resultant impact on the Medical Center Maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many clinical programs in the Service Aid in developing goals and objectives for Medicine Service and translates these into specific actions and policies Be responsible for efficient utilization of consultant visits and the scheduling of their activities for all inpatient services Coordinate and analyze internal review activities of Medicine Service to ensure that both clinical and administrative functions adhere to VACO directives and standards issued by various accrediting and regulatory groups including the Joint Commission, the Office of Inspector General, the General Accounting Office, etc. Serve on applicable committees or assigned task forces as directed by the Medical Center Director, Associate Director, or Chief of Staff. Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems Monitor the effectiveness and quality of support services in Medicine Service and coordinates the service or repair as needed Provide administrative supervision for office staff within the assigned Sections of the Service Conduct investigations and carries out counseling, discipline, and administrative action as necessary, while ensuring all disciplinary and administrative actions administered against Medicine Service staff is fair, without regard to race, color, creed, national origin, age, sex, religion, handicap, or marital status Recommend adjustments to and verifies the need for negotiated contracts, working with the Program Analyst (Contracts) to ensure contracts meet all operational and clinical needs within the assigned Sections, while maintaining fiscal responsibility of resources Coordinate/Collaborate in the planning, conducting, and scheduling of in-service training classes, on the job training, orientation, and facility-wide/nationally-mandated training for all levels of employees Perform other related duties as assigned Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
performing service and medical center strategic planning and program development; forecasting and developing facility plan for medical service; developing, initiating, and implementing an effective ongoing program to monitor, evaluate and improve quality, performance and appropriateness of healthcare delivered patients; and performing budgetary duties such as overseeing expenditures, planning budget, and/or serving as an approving official. (This experience must be supported by your resume to be creditable.) OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE:
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required. Occasional travel may be required. Even though most of the work is performed in an office environment, the Program Analyst may be required to stand or walk for prolonged periods of time. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
