Management & Program Analyst

Applies experience and comprehensive acquisition knowledge on policies, procedures, regulations, and issues/trends to management, Contracting Officer's Representative (CORs), task leads, and other program managers on all matters relating to the acquisition function. Contract will vary from contract support, performance based, and license/ software renewal contracts. Typical assignments may include tracking and analyzing data to ensure compliance with policies and procedures, providing guidance to less experienced professionals in day-to-day operations. Identifying, analyzing, recommending acquisition solutions for complex/ difficult problems, contract management assisting in establishing internal acquisition processes, serves as the COR for various service contracts, which includes providing oversight and direction related to contracts and any associated acquisition automated systems. Develops new or modified work methods, internal controls and automated work processes for the acquisition support functions.Facilitates and prepares contractual acquisition requests, while overseeing all ESC contract administration and contract awards. Works directly with the technical experts within the ESC to facilitate the acquisition process and to develop and review statements of work (SOW), independent government cost estimates (IGCE), single source justifications (SSJ), vendor quotes, contract vehicles, technical evaluation plans, specialized contract terms and conditions and contract specifications for compliance with regulations. Ensures all ESC acquisitions and annual renewal contracts are established and awarded in a timely manner. May perform Contracting Officer's Representative (COR) duties.Develops internal procedures for AMK business processes. Analyzes all aspects of the processes to ensure adherence to applicable policy, process efficiency, customer service impact and appropriate documentation of the work flow and consistent audit trails. Recommends changes as appropriate ensuring that applicable laws, regulations and departmental accounting policies are met and accuracy is maintained.Manages projects and work activities in accordance with milestones and goals. Plans, schedules, and conducts analyses/ studies of proposed acquisition plans for accomplishing contractual activities. Conducts analyses in the review and evaluation of acquisition activities and prepares acquisition recommendations and guidance based on reviews. Researches and analyzes a variety of materials, coordinates background information and prepares issue papers, reports, business case analysis, and/or charts to be presented to senior management.Established policies and procedures provide guidance for most assignments, but allow for considerable discretion for the employee to select the most appropriate approach or develop new approaches. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with project requirements.Supports managers and customers in all phases of the acquisition process. Ensures that actions are appropriate and within current policy and regulations. Contacts are typically internal (managers, technical experts, SMEs) and external (contracting officers (CO), vendors) with regular contacts among major subdivisions and LOB/SO to share/gather information, provide data and/or written analyses, explain regulations, explain status of assignments and/or customer status.Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
