Clarification from the agency Open to current permanent employees ATO wide Help Duties The Computer Scientist serves as the technical point of contact for computer system architecture and system software organization to assist in the software development and cyber-security matters relating to in-service improvements, analysis, design, development, and implementation of system-wide software/firmware/hardware modifications; service life extension; and failure analysis/support in response to NAS related problems beyond the assigned repair capability of the field. Assists with configuration management by using advanced knowledge of computer software/hardware concepts including various computer languages, software development methodologies, computer architecture, and mathematics such as calculus and statistics while ensuring that all information systems security programs, policies, and procedures are met. Applies experience and advanced knowledge of computer science principles, theories, and concepts to develop plans and techniques to improve programs and policies required to address current system needs and meet long range agency requirements. He/she uses the representation and transformation of information structure for the development and evaluation of the operational readiness and/or supportability of new NAS systems for deployment by applying operating system theory, data structures, computer system architecture, Software engineering, and computer communications. He/she analyzes and evaluates system data to provide solution to complex software/firmware problems such as modification and modernization to improve the reliability, maintainability, safety, and cyber security of assigned NAS systems/equipment and facilities. Investigates new and emerging technologies and their applicability to system requirements. He/she recommends solutions to improve/ enhance cyber security, system performance, and lengthen service life by using a knowledge of techniques, procedures, and processes such as operating system theory, data structures, software engineering, and computer communications while ensuring the confidentiality, integrity, and availability of systems, networks, and data. Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small workactivities within established schedules. Monitors activities and contributes to the preparation of progress reports. Presents overall results of the work activity to the Group in intra- and inter-service and agency meetings relating to the technical aspects of cyber security pertaining to in-service improvement, new system design, development and testing, technical documentation, and resolution of complex problems associated with NAS surface surveillance systems. Recommends technical and software requirements for functional improvements or major systems enhancements by applying specialized knowledge of the design characteristics and limitations of assigned NAS systems. Provides assistance to system users and other technical support staff on system functionality and support requirements. Informs Manager and Program/Project Lead of progress, unique problems/issues, and unresolved issues. Established policies/procedures provide guidance for most assignments, but allow considerable discretion to determine most appropriate approach or recommend new approaches. Applies experience in cyber-security to manipulate and transforms systems in support of NAS Navigation systems and assists with the resolution of complex problems related to the introduction of new systems into the NAS and problems associated with continued operation of commissioned facilities by applying experience and knowledge of computer science theories and principles while adhering to current information systems security programs, policies, and procedures. He/she performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. IN ADDITION TO THE BASIC EDUCATION REQUIREMENT LISTED ABOVE:
To qualify for the FV-I (FG/GS 13) level, by the closing date of this announcement, applicants must have 52 weeks of specialized experience equivalent to the FV-H (FG/GS 10-12) level in the Federal service.
